At the Public Hearing held on August 6 by the Special Commission on Artificial Intelligence of the Chamber of Deputies, ANPD\u2019s President Waldemar Gon\u00e7alves emphasized the Authority\u2019s central role in shaping Brazil\u2019s AI regulation. The session was part of the debate on Bill 2,338\/2023, which is under consideration in Congress.<\/p>\n\n\n\n
Waldemar stressed that, since artificial intelligence inherently involves the use of personal data, ANPD\u2019s involvement is essential. He affirmed that the Authority is technically prepared to act as the central body of the National Artificial Intelligence System, in coordination with other regulatory agencies, provided that its structure, budget, and staffing are strengthened.<\/p>\n\n\n\n
He further noted that Brazil\u2019s General Data Protection Law (LGPD) does not seek to block data processing, but to ensure it is carried out properly. In the AI context, regulation should mitigate risks such as privacy violations, algorithmic discrimination, and lack of transparency, while still enabling innovation.<\/p>\n\n\n\n
The hearing also brought together representatives from the Central Bank, Anatel, Febraban, CNA, CNseg, the Ministry of Justice, and the ITS Rio, highlighting the broad and strategic nature of Brazil\u2019s ongoing debate on AI regulation.<\/p>\n\n\n\n
