Brazilian Telecommunications Agency opens consultation on the impact of digital platforms on telecom networks

Through the launch of Call for Input No. 1/2026, Anatel is seeking to collect data, opinions, and technical information from industry players and experts, including both telecommunications companies and big techs. Contributions may be submitted until June 25, 2026. The initiative aims to develop a deeper understanding of how traffic generated by major digital platforms affects investment levels and the quality of telecommunications networks in Brazil.

In this consultation, the Agency raises questions related to the architecture and operation of network infrastructure, covering topics such as content delivery networks (CDNs) and the location of these structures, international transit costs arising from traffic exchange in Brazil, potential congestion associated with OTT applications, growing demand for high-resolution video and generative artificial intelligence (AI) solutions, as well as aspects related to digital service billing and the use of dark patterns.

This move may represent a preliminary step toward an eventual regulatory decision on the relationship between digital platforms, major internet applications, and telecommunications companies, with potential impact on carrier charges to platforms, the imposition of specific obligations on these companies, and the very model underpinning how the internet operates in Brazil.
