ANPD initiates monitoring of 18 adult content websites under the Digital ECA

The Brazilian Data Protection Agency (ANPD) has initiated monitoring activities involving 18 pornographic content and escort services websites, representing approximately 98% of traffic within this segment in Brazil. According to ANPD’s Superintendent of Enforcement, Fabrício Guimarães, the initiative is “preventive, proportionate, and risk-based,” and aims to assess ongoing compliance plans while identifying potential gaps in implementation.

The measure is part of a broader enforcement strategy, given that ANPD had previously launched a monitoring initiative involving 37 companies offering information technology products and services to children and adolescents, in addition to a targeted monitoring of app stores and operating systems. The Agency’s objective has been to verify whether organizations are adopting measures to protect children and adolescents in digital environments, as required by the Digital ECA (Law No. 15,211/2025) and Decree No. 12,880/2026.

The monitoring process is governed by CD/ANPD Resolution No. 1/2021, wich defines this phase as an information-gathering instrument intended to support the Agency’s decisions, and not necessarily as a pre-enforcement stage.
